The cooperation between Chinese and international institutions in setting up and running programmes and institutes has become one of the most important approaches for realising the internationalisation of higher education in China, and responding to global education trends. The Chinese government has determined that Sino-foreign initiatives will help propel the reform of national education, a process that has achieved much over the past two decades.
There are more than 2,400 Sino-foreign cooperative educational programmes, institutes, and universities in China. However, the model is still only a complement to the current higher education system due to the dominance of state-owned universities.
The key factors for the success of Sino-foreign-run programmes, institutes and universities are determined by national education policies, governance structures, educational models, faculty development and management, and cooperation with government. The biggest challenge is ensuring these institutions’ long-term sustainable development.
This training programme on Sino-foreign cooperation in the running of programmes, institutes and universities, organised by the Institute of Leadership and Education Advanced Development at XJTLU, has been developed based on XJTLU’s own exploration of building a world-class university through the integration of eastern and western education philosophy and practice. The programme is supplemented by the experience of Dushu Lake Science and Education Innovation District Administrative Committee’s successful experiences in developing more than 10 Sino-foreign cooperative programmes and institutes.
This programme aims to assist those who intended to develop, who are currently involved in development of, or who are managing, Sino-foreign collaborative institutes and programmes. Participants will be supported in better understanding the relevant policies and how to set up an appropriate cooperation model for sustainable development.

Sino-foreign cooperation in education involves close cooperation of Chinese universities and overseas counterparties, and also depends on the local government's strong support. This training may help participants better define different roles in all the processes of Sino-foreign cooperation in education, and to build up a more efficient collaboration mechanism;
Comprehensive analysis of successful operating experience of Sino-foreign cooperative education programmes and institutes
Study group will be organized to deeply explore successful Sino-foreign cooperative education institutes cases.
Module One: Policy Interpretation
Introduce the policy and process of application, examination, and approval of Sino-foreign cooperation in the running of programmes and institutes as well as the roles of and supports provided by local government;
Module Two: Governance Structure
Explore collaboration model between Chinese universities and their overseas counterparts and other stake holders, including how to set up a consistent
education model, communication and decision-making mechanism, and the corresponding management and operational mechanism;
Module Two: Education Model
Discuss how to establish a curriculum system based on overseas ressources, how to design and deliver liberal and ideological and political courses, and how to build up learning and teaching system and quality assurance system that align with international standards;
Module Three: Teaching Philosophy and Methodology
Explore Student-centered learning and teaching to inspire universities not only to introduce high-quality overseas education ressources, but also to rethink the role of teachers and adopt advanced learning and teaching methodology and practices in order to transform from teacher-centered teaching which focuses on knowledge transmission to student-centered learning to develop students’ life-long learning and problem solving abilities;
Module Four: Student Management
Discuss how to innovate student management working pattern through integrating the guidelines and best practices of both the east and the west;
Module Five: Campus Construction
Explore the successful practice and collaboration model between universities and local governments in terms of campus construction and international learning environment and culture to enhance the effectiveness of cooperation between the government and universities;
Module Six: The role of local government
Discusses how local government supports the sustainable development of Chinese foreign cooperative education institutes in infrastructure and international living environment based on the successful operation experience of current higher education town;
Module Seven: Study Group
Field visits will be organised to Sino-foreign cooperative education institutes in Suzhou Dushu Lake Science and Education Innovation District to have an in-depth case study to discuss their successful experience of Sino-foreign cooperation in the running of programmes and institutes.
