Re-Visiting Internet Governance:
How technical developments gave rise to a new way to run the internet and what it means for China

This event is an attempt to build correlations between milestones in the developments of major technological instruments underlying the Internet, and the stages of development of the complex and challenging processes known as Internet Governance. Audiences will be walked through more than a century-long process of building what has now become the Internet infrastructure, as well as the main groups of interests and their stakes in the global power play. The focus will be on today's controversies in the global Internet governance policy, their causes, and potential implications for China and the world.

Speaker Bio

Mr Leonid Todorov is the General Manager of the Asia Pacific Top Level Domain Association (APTLD). As a member of the RIGF Organizing Committee, he has also been engaged in creation and promotion of the Russian Internet Governance Forum, the biggest event of its kind across Eastern and Central Europe and the post-Soviet Space. He also sits on the Steering Group for the European Dialogue on Internet Governance (EuroDIG) and the Multistakeholder Steering Group of the Asia Pacific Regional Internet Governance Forum (APrIGF). In 2013-2014, he sat on the ISOC Advisory Business Council and currently is a member of the CCNSO ICANN’s Strategic and Operations Plan Working Group and observer at the CCNSO Council. Mr Todorov is a faculty member of the European Summer School on Internet Governance, and also served for more than a decade as Chief of Staff to the late PM Yegor Gaidar.

Mr Todorov’s focus is on ccTLDs’ operation, Internet governance, new gTLDs, public policy and international cooperation in the ICT area, and cybersecurity. He earned his M.A. in Linguistics from Moscow State Pedagogical University, and undertook postgraduate studies in international relations, management and business leadership, and economics in Denmark, Taiwan and the US.
