The 19th National Congress of the Chinese Communist Party (CCP) in October 2017 ushered in a new era in the history of Chinese politics: the New Era of Xi Jinping. Along with the introduction of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, a new group of political elites has been selected. This seminar will locate the study of the 19th Central Committee members in the historical context and examine the basic characteristics of the new elites. The seminar will also look at the power structure as a result of the Party Congress and extrapolate the implications for governing China in the new era.

Professor BO Zhiyue, a leading authority on Chinese elite politics in the world, is Executive Deputy Dean of XIPU New Era Development Research Institute and Director and Professor of XIPU Institution at Xi’an Jiaotong-Liverpool University (XJTLU) in Suzhou, People’s Republic of China. Professor BO obtained his Bachelor of Law and Master of Law in International Politics from Peking University and Ph.D. in Political Science from the University of Chicago.
He has taught at Peking University, Roosevelt University, the University of Chicago, American University, St. John Fisher College, Tarleton State University, the Chinese University of Hong Kong, the National University of Singapore, and Victoria University of Wellington. He is a recipient of the Trustees’ Distinguished Scholar Award at St. John Fisher College and the inaugural holder of the Joe and Theresa Long Endowed Chair in Social Sciences at Tarleton State University. He has also been Visiting Distinguished Professor at Shanghai Jiaotong University in China and Chair Professor at both National Chengchi University and National Taiwan University in Taiwan. He is Founder and President of the Bo Zhiyue China Institute and was Director of the New Zealand Contemporary China Research Centre, a nation-wide center on contemporary China of all eight New Zealand universities.
His research interests include China’s elite politics, Chinese provincial leaders, central-local relations, cross-strait relations, Sino-U.S. relations, international relations theories, and global governance. He has published more than 200 book chapters and articles and nine books, including a trilogy on China’s elite politics, Chinese Provincial Leaders: Economic Performance and Political Mobility since 1949 (2002), China’s Elite Politics: Political Transition and Power Balancing (2007), and China’s Elite Politics: Governance and Democratization (2010). His most recent books include China-US Relations in Global Perspective (2016) (edited) and China’s Political Dynamics under Xi Jinping (2017).
Professor BO is a popular public speaker. He has been invited to give major scholarly presentations at many universities and research institutions around the world. These institutions include Oxford University, Harvard University, Columbia University, the University of Chicago, Northwestern University, University of Sydney, Australian National University, Aerhus University, Free University of Berlin, Charles University in Prague, University of Rome “La Sapienza,” Istituto per gli Studi di Politica Internazionale (ISPI), Vrije Universiteit Brussel, University of Leuven, Sciences Po, Copenhagen Business School, Lund University, the Institute for Security and Development Policy in Stockholm, University of Turku, the University of Hamburg, Academia Sinica, National Chengchi University, National Taiwan University, Hong Kong University, Chinese University of Hong Kong, Hong Kong University of Science and Technology, Hong Kong Baptist University, University of Macau, the National University of Singapore, and the National Press Club of the United States, as well as many universities in China and New Zealand.
He is also a renowned consultant for government agencies and business organizations. He has briefed government leaders and senior diplomats in Singapore, Thailand, Russia, the Netherlands, France, South Korea, Taiwan, China, the European Commission, and New Zealand as well as business leaders in the United States, Australia, Hong Kong, Singapore, and Europe.
Professor BO has been frequently interviewed by international media such as BBC, ABC, CNBC, CCTV, Channel NewsAsia, New York Times, Washington Post, Reuters, the Guardian, the Times, the Strait Times, the People’s Daily, and Bloomberg. He is the winner of the “most quoted by Western media prize” on China’s leadership transition.
