Background and National Strategies

In 2017, the State Council of China published the ‘Opinions of the General Office of the State Council on Deepening Integration of Industries and Education’. This directive called for industrial and academic disciplines to strengthen their ties, widen cooperation between various components along industrial value chains, and better integrate higher education within both the national system of innovation and China’s next wave of urbanisation. Furthermore, the directive expanded upon what was originally a biaxial framework of university and industry to include society as well. This new Society-University-Industry (SUI) paradigm has now become the foundation from which future strategies will grow.

In 2020, the State Council also issued the ‘Opinions of the General Office of the State Council on Accelerating the Innovations of Medical Education’, encouraging the development of high-quality, internationally minded pharmaceutical talents.

It is within this strategic framing that Xi’an Jiaotong-Liverpool University founded the XJTLU Wisdom Lake Academy of Pharmacy. XJTLU has been able to take advantage of its multidisciplinary expertise and global connections to create an institution uniquely poised to train industry-ready talents needed to implement future-looking SUI goals.

The Suzhou Industry Strategy

As outlined at the 2020 Suzhou Biopharma Development Conference, a biopharmaceutical ecosystem featuring leading global pharmaceutical companies, premier healthcare providers, and a world-class academic forum will be established in Suzhou over the next 10 years. Suzhou in turn will become part of the ‘Pharma Valley of China’ – a globally recognised, influential and best-in-class region for the development and deployment of the pharmaceutical industry. Suzhou is poised to become a key player in this industry, one of the world’s fastest growing high-tech industries— establishment of the Academy is one part of the implementation of this plan.

The Academy has reached full agreement with other parties in developing the Pharmacy Valley of China ecosystem and, as one of its key catalysts, endeavours to help Suzhou transform into a world-class biopharmaceutical and healthcare capital in accordance with the principles outlined in the SUI paradigm.
