ClE & HeXie Signed Agreement with Kunshan Civil Affairs Bureau

On October 29, 2025, in response to China’s national strategy to actively address population aging, Kunshan City successfully held the Market Launch Ceremony of Chongyang Festival Elderly Care Month. As key partners, the College of Industry-Entrepreneurs (CIE) and HeXie Management Research Centre (HeXie Academy) of Xi’an Jiaotong-Liverpool University (XJTLU) were invited to attend the event and officially signed a Strategic Cooperation Agreement on Aging with the Kunshan Civil Affairs Bureau, marking a new step in exploring innovative approaches to the silver economy and elderly care services.

The signing ceremony was completed by Professor Xiaobo Xu, Executive Dean of CIE and Director of the HeXie Academy, and Mr. Zhihao Zhang, Member of the Party Leadership Group of the Kunshan Civil Affairs Bureau, representing both parties.

This collaboration signifies a deepening of government–university cooperation in the field of elderly care, aiming to integrate academic research, industrial resources, and policy practice to unlock the potential of silver consumption and improve the quality of elderly care services.

Looking ahead, CIE&HeXie Academy and the Kunshan Civil Affairs Bureau will take this agreement as a starting point to further deepen cooperation in elderly care research, talent cultivation, technological empowerment, and industrial incubation. Together, the two sides aim to build a replicable and scalable “Kunshan Model”, contributing XJTLU’s wisdom and strength to China’s efforts in actively addressing population aging.
