In September 2026, the Jiangsu Provincial Department of Science and Technology released the list of proposed projects under the 2026 Provincial Fundamental Research Plan.
The project submitted by Dr Han Xia, Assistant Professor at the Post-Quantum Migration Interdisciplinary Laboratory (PQC-X Lab), Xi'an Jiaotong-Liverpool University, was included under the Young-Scholar Programme.
Dr Han Xia received his PhD in June 2025 from the Institute of Information Engineering, Chinese Academy of Sciences (IIE, CAS), and the School of Cyber Security, University of Chinese Academy of Sciences (UCAS). He joined PQC-X Lab later that year and is now an Assistant Professor focusing on lattice-based cryptography and fully homomorphic encryption. Less than two years after completing his PhD, he has been awarded funding under the 2026 Jiangsu Science and Technology Fundamental Research Plan Young-Scholar Programme.
Project Title:
Noise Analysis and Control for Lattice-Based Homomorphic Encryption
Project Category:
Jiangsu Science and Technology Programme, Fundamental Research Plan (Natural Science Foundation) - Young-Scholar Programme
Related prior work includes Han’s single-authored paper, “Algebraic Analysis of Homomorphic Trace Evaluation and Its Applications,” published in IACR Communications in Cryptology in August 2026.
About the researcher:

Dr Han Xia is currently an Assistant Professor at the Post-Quantum Migration Interdisciplinary Laboratory (PQC-X Lab), Xi’an Jiaotong-Liverpool University. He received his Ph.D. from the Institute of Information Engineering, Chinese Academy of Sciences (IIE, CAS), and the School of Cyber Security, University of Chinese Academy of Sciences (UCAS).
His research focuses on lattice-based cryptography and fully homomorphic encryption. His work has been published in several IACR venues, including TCC, TCHES, and Communications in Cryptology (CiC). He has also contributed to the Lab’s recent PQC submissions to NGCC, including DKEM (Ding Key Encapsulation), DKEX (Ding Key Exchange), and ADKEX (Authenticated Ding Key Exchange).
