Dr Xin Bi currently serves as Xi’an Jiaotong-Liverpool University‘s Chief Officer of Data, Director of the Centre for Knowledge and Information, Director of University Marketing and Communications, Director of Learning Mall and XJTLU University Librarian. He has also been appointed the Director of the Digital Transformation Research Centre of the College of Industry-Entrepreneurs.
After receiving his master’s degree in information systems from the University of Liverpool in 2002, he worked in Xi’an as the coordinator for his company’s software outsourcing business in Europe and the United States. In 2004, he joined the Liverpool Collaborated Education Programme as a computer science teacher in Suzhou Industrial Park. The following year, he took a post as IT Director of the Higher National Diploma Project Management Office of the Chinese Service Center for Scholarly Exchange in Beijing and was also in charge of media work. While in office, he played a critical role in introducing the EUROPEN (now called PEN Worldwide) Practice Firm programme to China.
In 2007, Dr Xin Bi returned to Suzhou as a lecturer in the Department of Computer Science at XJTLU, a role he held until 2012. In that time, he also established the XJTLU library.
Since 2012, he has been looking after the University’s branding, marketing, and media affairs and aiding enrolment efforts through media collaboration and brand marketing strategies. In 2014, he established the university museum. In March 2017, he was appointed Deputy Director of the Centre for Knowledge and Information and started to get involved in the University’s IT and information management.
In December 2019, he was promoted to the Director of the Centre for Knowledge and Information to lead the University’s information transformation and guide cross-department cooperation, ensuring XJTLU’s learning, teaching and operation during the epidemic and boosting the University’s online education.
In 2020, the University’s educational technology department and digital teaching platform functions were incorporated into the Centre for Knowledge and Information. In 2021, Dr. Bi and his team established the XJTLU Learning Mall department and the learning management platform, which was subsequently built into an education ecosystem with extensive participation inside and outside the University. In 2023, he was involved in establishing the College of Industry-Entrepreneurs, where he serves as the Director of the Digital Transformation Research Centre.
He completed his PhD in Psychology in 2017 with research interests in cognitive psychology, teaching and learning in the internet and AI era, human-machine interaction, management and leadership, and academic publishing models. To date, he has published three monographs, one textbook, two works of joint authorship, and numerous papers and articles in scholarly journals, newspapers and magazines at home and abroad. Furthermore, he has visited nearly 30 countries and regions for academic activities and conferences.
Dr Bi has taken an active part in social services. Specifically, he served as a member of the Asia-Pacific advisory committees of several international educational publishing groups, an editorial board member of the journal Science Editing, the secretary-general of the Metaverse Committee of Suzhou Software Industry Association, and a council member of several professional associations.
Notably, he once served as the Chinese ambassador and editor of the Directory of Open Access Journals to promote open access publishing of academic research in China and Asia. In doing so, he contributed to the public sharing of scientific research results.
