全丹毅博士现任江苏集萃新型药物制剂技术研究所董事长\所长、美国爱科赛尔制药（Xel Pharmaceuticals）公司首席科学执行官。全博士是国际控释协会中国分会副主席；美国药剂科学家协会（AAPS），国际控释协会，美国皮肤病协会（AAD），美国化妆化学协会（SCC）会员； 中国药科大学产业教授、南京医科大学兼职教授、美国太平洋大学客座教授。
全博士在美国从事新型药物制剂（DDS）的研发已有30年，具有丰富的透皮给药制剂研发及产业化经验，掌握了国际领先的研发体系、实验模型及生产工艺技术和专有技术。由她主持研发的透皮及皮肤外用制剂已有十几种上市品种，专利及专有技术达30余项。2017年作为江苏省政府和江苏省产业技术研究院特聘外籍专家，全博士回国筹建江苏集萃新型药物制剂技术研究所。研究所建有完善的DDS研发体系，包括透皮、外用、固体、液体、植入、纳米及3D打印等新型药物制剂平台和GMP中试基地。
Prof. Quan received her B.S in Pharmacy from China Pharmaceutical University and Ph.D. in Pharmaceutical Sciences from Hoshi University, Tokyo Japan. She was the dermatology fellow of the post-doctoral research in School of Medicine, University of California, San Francisco, USA. As a renowned expert in transdermal drug delivery system, Prof. Quan has over 30 years’ experience in R&D of pharmaceutical industries, and her expertise fields include transdermal drug delivery, topical and dermatologic drug delivery, nanoparticles for drug delivery and fast-dissolving drug delivery systems. She invented and developed dozens of transdermal drug delivery products in the market, also holds more than 30 patents and proprietary technologies. In 2017, Prof. Quan was invited by Jiangsu province and Jiangsu Industrial Technology Research Institute (JITRI) to set up a new institute of advanced drug delivery technologies, which is the first institute specializing in the industrialization of advanced drug delivery systems (DDS) formed by top pharmaceutical scientists from oversea and domestic.
