I. Positioning
The Belt and Road Division (Central and Eastern Europe) of the College of Industry-Entrepreneurs at Xi’an Jiaotong-Liverpool University (XJTLU) was officially launched in Budapest, Hungary, in May 2024.
As a key overseas node in the Division’s global expansion, the Centre leverages Hungary’s strategic position in China–Central and Eastern Europe economic and trade cooperation. By integrating resources from universities, industry, and government, it builds a cross-regional service system that connects education, industry, and innovation. The Centre is committed to supporting Chinese enterprises in entering and expanding into the European market, while advancing the practical integration of industry and education in an international context.
II. Core Business Areas
(1) Education Linkage
Leveraging the Silk Road Silicon Valley International Innovation Education Centre, the Centre makes full use of XJTLU’s international education strengths to promote in-depth collaboration with leading universities and educational institutions in Central and Eastern Europe. Through programmes such as international undergraduate innovation education, it aims to cultivate practice-oriented talent with cross-cultural capabilities to support China–Europe economic cooperation.
The Centre has also actively engaged with regional academic partners, including collaboration and exchanges with institutions such as Wekerle International University, to explore joint initiatives in talent development, faculty collaboration, and cross-border education models, further strengthening China–Central and Eastern Europe educational cooperation.
At the same time, in response to the needs of Chinese enterprises operating in Europe, the Centre provides customised talent support and enterprise-oriented training. These programmes are designed to enhance teams’ understanding of local regulations, legal frameworks, and business environments, enabling precise alignment between the education chain and industrial chain in overseas markets.
(2) Industry Services
Focusing on key sectors such as new energy vehicles, renewable energy, trade in services, smart home manufacturing, artificial intelligence, and technology education, the Centre provides localised support for Chinese enterprises, including:
Investment advisory and financing services
Government and institutional engagement
Market and policy analysis
Local partner matching and project landing support
By leveraging industrial resources, the Centre promotes coordinated development across value chains.
(3) Innovation Incubation
Through its Technology Innovation and Investment Banking Service Centre, the Centre promotes collaborative innovation between China and Central and Eastern Europe, driven by technological advancement and commercialisation. It provides services including overseas expansion consulting, technology incubation, industrial integration, and investment and financing support.
By co-developing innovation platforms and collaborative mechanisms, the Centre connects enterprises, universities, and research institutions, facilitating technology development, application, and industrial transformation. This supports enterprises in effectively integrating technology and market opportunities across the region.
(4) Research & Insights
Focusing on the investment environment and industrial trends in Central and Eastern Europe, the Centre conducts ongoing research and exchange activities. Leveraging its global expansion ecosystem platform, it integrates resources across enterprise services, industry–education innovation, incubation, and the Silk Road University Alumni Entrepreneurs Alliance.
Through publishing research outputs and organising thematic forums and engagement events—such as the Silk Road Silicon Valley Global Expansion Entrepreneurs Salon—the Centre builds a multi-stakeholder platform for collaboration, providing enterprises with strategic insights and practical support for decision-making.
