I. Positioning

The Belt and Road Division (Singapore) of the College of Industry-Entrepreneurs at Xi’an Jiaotong-Liverpool University (XJTLU) was officially established in Singapore in April 2026, located at the Singapore Institute of Management (SIM). Following the launch of the Belt and Road Division (Central and Eastern Europe) in Budapest, Hungary, this marks another key milestone in the College’s global strategic expansion and signals the formal rollout of its systematic presence across Southeast Asia.

Leveraging Singapore’s role as a global hub for finance, innovation, and international connectivity, the Centre serves as its regional headquarters, radiating across major Southeast Asian economies including Malaysia, Indonesia, and Thailand, and building a regionally integrated network for industrial collaboration and innovation services.

By fully integrating XJTLU’s strengths in education, industry engagement, research, and international collaboration, and working closely with local universities, industrial parks, investment institutions, and government bodies, the Centre is committed to building a comprehensive service platform. Centered on the core needs of Chinese enterprises expanding overseas, the platform integrates education linkage, industry services, innovation incubation, and research & insights, positioning itself as a key strategic anchor and value amplifier for XJTLU’s globalisation in Southeast Asia.

II. Core Business Areas

(1) Education Linkage

Establishing multi-level partnerships between XJTLU and leading Southeast Asian universities and educational institutions, the Centre promotes student exchange and joint talent development programmes, including semester exchanges, short-term study visits, joint degrees, and customised courses.

Through enterprise visits, internships, and cross-cultural learning experiences, it enhances students’ global perspectives and practical capabilities. At the same time, in response to the needs of Chinese enterprises operating in Southeast Asia, the Centre provides executive training and international talent development programmes, building an integrated “education + industry” talent pipeline to support sustainable global expansion.

(2) Industry Services

Targeting the key needs of Chinese enterprises—particularly those from the Yangtze River Delta and Suzhou Industrial Park—entering Southeast Asia, the Centre provides systematic and localised services, including:

  • Market intelligence and industry analysis
  • Strategic planning and investment advisory
  • Government and key stakeholder engagement
  • Local partner identification and matching
  • Project landing support and operational guidance

Leveraging the resources of the College and collaborating with leading enterprises and the Industrial Entrepreneurs Alliance, the Centre focuses on priority sectors and delivers a full-cycle service system covering market entry, localisation, and long-term development—establishing a one-stop platform for enterprises expanding into Southeast Asia.

(3) Innovation Incubation

Focusing on key areas such as industrial software, digital transformation, and green technology, the Centre develops cross-border accelerators and incubation platforms to identify and nurture high-potential technology ventures.

By connecting industrial resources, technology platforms, and early-stage capital, it builds a synergistic incubation model driven by innovation education, industry empowerment, and investment & financing services.

In collaboration with local investment institutions, industrial parks, and university laboratories, the Centre provides end-to-end support for startups, including technology validation, market entry, and financing connections, accelerating the commercialisation and regional deployment of innovation in Southeast Asia.

(4) Research & Insights

Partnering with universities and research institutions in China and Southeast Asia, the Centre conducts forward-looking research on China–Southeast Asia industrial collaboration, cross-border investment trends, and technological innovation. It regularly publishes research reports and white papers to support informed decision-making.

In addition, the Centre organises business delegations and field visits for Chinese enterprises to Singapore and key Southeast Asian countries, facilitating direct engagement with government agencies, industrial parks, leading companies, and investment institutions. This enables a deeper understanding of local business environments and opportunities, providing first-hand insights for strategic expansion.
