- Governance and management: The alliance is governed by a council of representatives from the government, university, and businesses, along with independent external experts. It holds the highest decision-making authority and operates under a directorship.
- Development consultation: Within the council, there are two separate committees– the Industry Development Advisory Committee and the Academic Development Advisory Committee. These committees function as independent development advisory bodies.
